Yeah, the emperor’s paranoia and obsession with “purity” drove all the non-humans out of Cantha. I think if the Tengu get introduced as a race it’ll be from the Dominion of Winds.

There were Quetzal in what’re now the Woodland Cascades (west of the Far Shiverpeaks) and Avicara in the southern Shiverpeaks, what’s now labeled as the Steamspur Mountains and Deldrimor Front. We’re told they all went to the Dominion of Winds to join the Canthan tengu though- I believe there’s a piece of lore floating out there that the Great Tsunami was taken as an omen to unite the race. And yes, the tengu in Cantha were expelled by the human empire that as far as we know still dominates that continent.

Well, you don’t appear to be senile yet :P. So there’s that. What they are doing up there I have no idea. Might be natives that we haven’t seen yet in GW2?

When we saw tengu in GW1, there were five known tengu clans: Sensali and Angchu from Cantha, Avacari from the Southern Shiverpeaks, Quetzal from the Tarnished Coast and Woodland Cascades, and Caromi from Kryta.
However, tengu in GW2 state that they had people all across the globe – including in Elona which we didn’t see (note: there was concept art for black and dark brown vulture-like tengu in Nightfall). When Zhaitan rose and caused the Great Tsunami, the tengu people saw that as a sign to migrate to Kryta (why? unclear).
So the tengu of Cantha were actually a small number of the tengu. Which is odd that there’s such a heavy Canthan association with them (both by players and the game).
Stop treating GW2 as a single story. Each Season and expansion should be their own story.

I can understand it from the player’s side, at least. The Angchu, and to a much lesser extent the Sensali, were the only tengu who weren’t just trash monsters to wade through, and what little tengu lore didn’t come from the Factions manual came from the Factions quests or Talon.

I’m sure Konig will point it out if I’m wrong, but I believe the Ministry of Purity was mostly separate from the Emperor. I just re-played WoC recently and I recall them saying how the Ministry of Purity had surpassed the power of the Imperial Guards AND had the support of the people, meaning that they in effect controlled the Empire.

Yes, they were effectively separate at the time we saw them (although they weren’t at the point of controlling the Empire- they could just get away with whatever they liked). Kisu’s successor, however, Emperor Usoku, espoused the Ministry’s values, and we’re told he’s the one who expelled the tengu around 50 years after Winds of Change.

As Ansari says, it is Emperor Usoku who is the tyrant to be aware of here. In 1127 AE he launches a great Canthan army on his Kurzick and Luxon vassals, defeating them and annexing them back into the Empire. And at the same time he continues the work of the Ministry of Purity to cleanse the land of sickness – both Shiro’s affliction, but at the same time xenophobically defeating any non-humans; Tengu and Dredge are mentioned, but I’m guessing the Naga also were driven out?
With Zhaitan waking and the Rising of Orr nearly a century later, the Great Tsunami is taken as a sign by the Tengu to return to Tyria (the continent) and they establish the Dominion of Winds over the island of Sanctum Cay, walling themselves off from the outside world.
Izu Steelshrike suggests however after Zhaitan’s defeat at Fort Trinity that the Tengu will maybe come out to lend their support in the coming battles, but on the other hand, they retreat within their gates when Scarlet Briar destroys Lion’s Arch and the Breachmaker wakes Mordremoth. Anyone approaching the gate is peppered with arrows, regardless of affiliation, not the best token of support
So I’m guessing they’re sitting out the fight against Mordremoth too. The minions of Primordius are the ones so far threatening the Dominion of Winds most, attacking its walls from Kessex Hills, and that is my guess as to which Elder Dragon will draw them out.
Alternatively, when the Krait Nightmare Tower was erected in Kessex Hills, I was guessing it was related to Deep Sea Dragon and its vicinity to Dominion of Winds would also attract the Tengu… however, it showed to be Scarlet’s Toxic Alliance and related to Mordremoth. But still, my secondary guess would be that DSD could also introduce the Tengu to the fight just given the proximity of DoW to the sea.
