That said, it could simply be to hint that the event takes place over a much longer time then we the players experience due to gameplay functions; ie, the Wurm appears in 1327, but isn’t finally killed until the year after, which would make 1328 the present day.

Never seen that plaque, but by ArenaNet’s timeline syncing, the year is 1327 AE. It would only be 1328 if they dropped the syncing… however, it should also be noted that Scarlet’s stated to have been a threat for a year in-universely, rather than 2 (as she entered being a threat in 1326 AE, for certain).
Though there is the possibility that it is canonically still alive and will be for another year by the calendar syncing function.
Stop treating GW2 as a single story. Each Season and expansion should be their own story.

Well, according to wiki timeline, 1325 is personal story and the very begining of the living story. 1327 is when she attacks LA (I think all the events after that one break, so Marionette on IIRC.)
So if Battle of LA, in canon takes place early 1327, one could say it’s only been a year since she first appeared at the Jubilee.
Wasn’t it 1327 ingame when the game launched and it’s been a year since then so now it’s 1328?
