Underwater Dragon and Inquest? - Theory

given its a sea monster it might be something that they think is a elder dragon minion but in realety is something else;) but we dont know but we will see what happened at the reactor soon

And the Inquest are capturing dragon minions to
1) study them
2) harness their energy to further their goal of making Asura the top race.
3) as you said, use them as weapons (Subject Alpha, Bjarl the Rampager, Evolved Husk, Evolved Destroyer, Kudu’s monster, and Kudu himself.
The whole “use them as weapons” thing is explained in CoE story mode.
The skeleton found in the Durmand Priory is a Leviathan, which is a natural sea creature – not related to the Elder Dragons (directly at least).
BTW, the “diary” you make mention of – is a research journal which has a sketch of an Inquest member getting eaten. The game even makes mention that it’s comical, which means it’s not likely to be an accurate case of what happened.
This journal contains notes about a sea beast’s skeleton. There are sketches of what the creature looked like when alive, including a humorous scene in which it’s eating a Inquest agents.
The thing shown on the board in the Chantry of Secrets is also a Leviathan, btw. Not a dragon minion. Nor is there any reason to suspect either Order believes it to be a dragon minion. But… what trap do you talk about? On the board I see with the leviathan sketch, there’s an asura gate and what seems to be an LA arch with ships. No trap designs on it.
(Though now I"m more curious about what the text on that thing says).
Stop treating GW2 as a single story. Each Season and expansion should be their own story.

From the wiki: "The currently unnamed Elder Dragon from the depths of the sea has the power to create tentacled creatures from the water. It is said that through its powers, it has been creating servants from every lake and river around its location. "
The leviathan was a serpent in ancient mythology, which is also shown by the concept art. So I don’t think these are the ‘tentacled creatures’ made by bubbles. I could expect more kraken-like beasties.

Where is this Infinite Coil Reactor?
If you read the wiki page, you should have noticed that there was a link to the said Infinite Coil Reactor. It’s right on top of Crucible of Eternity.
The six zones all represent a certain dragon, blue is for the yet unseen dsd. The green one predicts Mordremoth.

The PoI in Claw Island titled “Pride and Maw” is the wreckage of the Pride and corpse of The Maw seen in Sea of Sorrows. The Maw uses that same skeleton.
Leviathans can be corrupted (the Maw was a risen leviathan), but that looks like a standard leviathan sketch and as far as we know, the DSD only corrupts water. But leviathans by themselves were outright stated when the manifesto trailer came out (the creature seen at the end is a Leviathan too) to be unrelated to the Elder Dragons.
And no… the leviathan sketch and the arch were not connected. Either way the arch on the bottom right is an asura gate concept art from Matthew Barrett – you can find it among the sketches here. The other doesn’t look like a trap at all.
Plus, such a shape for a trap would require placing it on the ocean floor, which wouldn’t be very viable.
Where is this Infinite Coil Reactor?
Mount Maelstrom. It’s the big kitten hexagonal Inquest lab – underneath which lies the Crucible of Eternity.
