Underworld and Fissure of Woe
In Guild Wars, it’s quite important that representatives of Grenth and Balthazar took us into their respective realms. We didn’t exactly just open portals without their help; we won their attention (in the Hall of Heroes), and then they enlisted our aid.
I don’t think we could get in without being taken.
Well, that is, unless we accomplished some kind of Odran-style super-magic, but that’s purely speculative. What I mean is, the methods we used in GW1 aren’t available, due to the silence of the gods.
or are they, we were able to make contact with a reaper of grenth in one of the story steps in orr, perhaps through this kind of contact we can still make our way into these old GW1 areas.

Well, we can get into the Mad Realm and various portions of The Mists, so maybe something similar to those methods. Although in the case of the Mad Realm, we’re probably being taken there through some action of the Mad King when he opens a portal from his end.
From my memory, the Mad Realm is technically a portion of the Underworld, so congrats, if you went to the Mad Realm, you have been to a little bit of GW2’s Underworld, lol.
That being said, things have changed in the time of GW2. The veil between the Underworld and Tyria is a lot thinner than it was back in the day and portals are pouring out minions from the Underworld. I think with the proper understanding of magic, this process could be easily reversed and we could be allowed to enter ourselves. At least, the idea isn’t impossible.
In addition to the meeting with the Reaper of Grenth, Priestess Rhie makes an appearance in the Human personal story. She opens a portal (or three) to the Underworld and calls Alastia Crow’s spirit through it. It’s clearly very possible for humans to open portals to the Underworld, even outside of Grenth’s temple in Orr.
Rhie’s portal still appears to be one-way, though. You have to wait for Crow to come to you, you don’t get to chase her down.
Yes, but it’s still a portal to the underworld. Needing to figure out how to make a one-way portal into a two-way portal (or a one-way portal in the other direction) is a much better position than not being able to make a portal at all.

True. The Norn can also physically enter the spirit world (in the early personal story), which seems like a small step towards entering the Underworld proper.
So, maybe something Norn related, combined with a little Asura gate technology? We know that Asura are already exploring The Mists with their own portals.

How do you explain UW and FoW scrolls then which bypassed the avatars.

Scrolls could honestly be no different from Magdaer. A single object imbued with magic for a single purpose. Once they are gone, they’re gone. It is not the person who used a spell, although it is unknown if the scrolls were human made or merely relics left over…
If any scrolls are still around and intact, then it could be possible to learn their method of operation and duplicate it. I can’t see that happening quickly, though.
Then again, the scrolls might have drawn their power from their patron god, in which case they could just be scraps of paper now that the gods have left.
