First off, I want to apoligize if this is in the wrong section.
Now I understand with the Flame and Frost update small tidbits have been appearing. Since I don’t have a full grasp of everything is Tyria (have not completed my personal story yet!) I don’t know if this Charr (and what she’s saying) is new information about F&F or if she has always been here.

It would be “she”, not “he”.

Where is she located? I don’t remember those lines, but depending on her location she might be like other NPCs close to not release yet areas or something like that.

Oh sorry, fixed. But she is located in Lions Arch just near the Huntsman Station.

She always been there. I can’t count how many times I accidentaly talked to her. Her courier shows up too sometimes.

Yes, that NPC’s been there since the BWEs. If you wait long enough, that shipment after arrives where she complains and the caravan head mentions something about being stalled but the shipment’s still safe.

If he burst out of it it would be amazing. I wouldn’t be surpised if Anet develop it because it seems like something they plan to work on.

Just saw the scene – the deliverer’s name is Fyr Raggedfur. He appears from Fort Marriner (not sure if from Bloodtide Coast or the Mist portals) and heads up to the NPC mentioned above, then leaves LA via Gendarran. The dialogue between the two is as followers:

Gorgonis: Everything’s here.
Gorgonis: Run into any trouble?
Fyr: Nothing I couldn’t handle. I always make a delivery.

So there’s not really much presented. And no, no quaggans popping out or sleeping in boxes…

iirc, Fyr has a path that circles around Lion’s Arch, not sure if he’s one that disappears then comes back but i do know he goes out near Urmaug’s cave heading south.

Well, he was heading to the Gendarran exit – it’s possible that he goes from the eastern Gendarran Exit and makes a (bad) U shape path in Lion’s Arch. I can see why he’d do that – as an NPC, he can’t jump, which iirc is needed to pass through the old Gangplank bridge that’s at the shorter path. Plus Fort Marriner is, iirc, some sort of trading center in lore.

No, afaik there’s no jumping just to pass through other than for the vista, which npcs don’t go after. I would guess he uses that path due to Fort Marriner being a trading area, as well as the dolyak accompanying him not being able to navigate the tight confines of teh ships that make up the Old Gangplank.
