What Creature is This?
Well, it’s got four arms, but it definitely isn’t a Seer. The design of the sword looks Charr, but as far as know, there are no four-armed Charr variants. It may be a race that was on the drawing board but got scrapped at some point. Where did you find that picture?
They’re not in the game. It’s just concept art that never made through. Though it looks heavily influenced by the forgotten (the beard, the reptilian features, four arms, and what looks to be webbing between the arms near the armpits).

Stop treating GW2 as a single story. Each Season and expansion should be their own story.
Looks like a twisted charr to me. The weapon art and legs are just too similar. Can’t explain the 4 arms and other added features but we’ve all seen crazier things happen to the basic races.
It would be awesome if we could see this implemented as a playable race.. They could have enough strength to wield war hammers and great swords one handed or they could get a new hand cannon weapon..
Most likely was just ArenaNet letting their Concept Art team go crazy during the early phases of the game. If they want to make it appear in game they will, they do seem to love bringing in new races/species based on their awesome concept art.

To everyone who says it looks like a Charr, I don’t mean to burst your bubbles, but firstly it has no horns, secondly it is obviously reptilian, not feline…

I am with Aardwolf on this. It looks nothing like a charr. Doubt it is something that could ever be playable, looks more like something to fight.
Either way it is merely some concept piece and I think it is old one too. Not in game at this given time… maybe or maybe not, it can appear in the future.

Looks to me like concept art for the GW1 Krait. Reptilian features and the four arms make me think this was supposed to be the warrior Krait varient before they decided to just give it the larval model.
Guessing from the look that it’s undead or branded kodan or krait or charr.

Except that Orr wasn’t a part of Utopia, so that’s unlikely. It was likely just a random enemy model which got “refit” for GW2 but didn’t make it.

I’m really hoping they put this creature in the game in the future, either as a playable race, or as a mob. (I would go crazy if this were a playable race :P)
There are many GW2 concept arts that were never used. For example vampires. Until you actually see them in game just assume they don’t exist in the GW2 universe.

I’d go with either an early concept of a corrupted (branded or undead or some other currently unknown form) charr or kodan as foxOXIIIXIII.7140 mentioned. It’s definitely not something currently in the game, I think we can all agree on that, and seriously doubt it will ever be a playable race. At first glance it really does look like some corrupted version of a Forgotten, and got me all excited until I saw the faint legs at the bottom. Foo :p

I had a bit of a ‘what if moment’ and think I may have solved the mystery around this piece of Concept Art.
What we’re looking at is a rendering of a scrapped Krait Mechanic.
Back in GW1 the Krait weren’t subject to being so closely resembling a Naga. They had a mechanic where they had a basic, shared form that could evolve into others. This was a skill actually in game called Metamorphosis. Using this Skill a Krait would, as worded by the skill itself, transform into an Adult Krait which came in a wide variety of different body types. The most notable among these, and relevant to the discussion would be the Krait Necross and the Krait Hypnoss.
The Krait were previously able to radically alter their body type, and among these changes they could acquire wings or in the case of the Necross and Hypnoss, an additional set of arms and legs.
At the end of the day though, GW2 decided to scrap this evolution style mechanic, and I think this piece of Concept Art was done before that decision was made showing a possible ‘Warrior’-style Krait Metamorphasis.
