I found this in Harathi and i’m pretty sure I saw it somewhere else.

That’s a general symbol for the Bandits, and depending on which Human storyline you picked, you learn that it’s actually a throwback to the White Mantle as well.

And they get it from the image of the mursaat from GW1. See the iconic pouldron and chestguard, with the feather wings coming from the back.
