The Priory, Whispers and Vigil are all involved in taking LA back. The Pact is just the name for all three of those groups working in unison.

That’s simply not true, the Pact attacks the Flame Legion which has no ties to dragons whatsoever. No matter why they did that, they -did-, and it shows that the Pact has no trouble attacking someone not clearly affiliated with the dragons.

Exactly. The ‘Pact’ are all there helping. The orders are playing their separate roles in the LA effort. Think of the Pact more as the Avengers. They’re not always together, the individual orders often do their own thing until they’re all needed together.
Logistically, the running of the Pact has got to be pretty difficult. Given they’ve lost resources against Zhaitan and their Marshall is still in Orr post story, they’ve likely broken back down into their respective orders. It will likely take another dragon to assemble the Pact again.
What Saint said. The separate orders are still separate. They are pretty self contained. they only need to access Pact-Voltron when an “alliance of orders” simply isn’t enough to get the job done and they need to work as a single well oiled machine.
