He looks to be from a seafaring part of the world, so my guess is Krytan. I would love an Ascalonian Mail Carrier.

As for a serious answer, since that is what I assume OP was asking for, I would go for Krytan. Kryta had a lot of ports, especially before Lion’s Arch became a city-state.

Thanks for the serious answer, that’s what I thought for lore based answers. I suppose I shall wait to see if an Ascalonian Mail Carrier is introduced like the finisher.
