I think the characters from Guild Wars 2 fall into much more predictable tropes than the ones from Guild Wars 1. Rytlock and Eir are the archetypal, stoic warriors, Zojja is the arrogant genius, Caithe is trying to play nice with everyone and Logan is the tragic hero, etc.
To me, some of the characters from the first game were quite memorable. The relationship between Mhenlo and Cynn, for instance, was quite amusing. I also think Gwen and Keiran were generally well developed.

The characters are quite a bit more complex than you’re making them out to be, and remember we had considerably more time with the previous characters, so of course they would be more developed.

I think there’s a difference in that the GW1 characters were largely developed on the side – in little bits of casual dialogue, rather than as part of a main story. That’s part of what made it fun – for example Cynn and Mhenlo is not something you’d have guessed at the beginning, but as a player you walk into that story halfway, finding out about it as you go. The Destiny’s Edge characters, on the other hand, are featured front and centre, have roles in the novels, and a lot of plot revolving around them. Being in the spotlight makes them seem simpler, perhaps?
Having said that, I think that although Destiny’s Edge do fit tropes (Proud Warrior Race Guy anyone?), they also have some refreshing subtltey to them. I plan to write a blog post about it one day…
Assuming we are including expansions into GW1 heroes, I vote for Pyre as my favorite.

Gotta go with Goren and Norgu as my top 2 for heros. for Hench it would have to be Aidan. Heres an interesting fact about Aidan actually in the Prophesies manual it says hes born in Kree Foothills but in the following manuals and wiki its Borlis Pass where hes born

Calling a favorite between the two games is rather difficult. In the first Guild Wars, heroes and henchmen would actually be out with you as you played, fighting alongside you in almost every zone. Since characters in GW2 aren’t actively fighting alongside you except in the do-it-once-then-nothing-more personal story missions, there isn’t much opportunity to really get to know them or grow attached.

Favs were: Eve, Koss, Master of Whispers, Pyre and Dhuum – need the banscythe back vs botters!
Worst thing is, there is no “personality” option for your character thus you cant play a Eve for the DE (since they are pretty close to the 5 chosen, without logan ofc since he is a panzy).

Jora, Gadd, Oola, Pyre, Master of Whispers, Brother Mhenlo, Nika, Thackeray, Gwen, Kilroy Stonekin (hes run is "fun"tastic), Livia, Jalis Ironhammer.
GW2 im still waiting for some immersion in the characters.

Jora has a kid in the Vigil? Like, one who’s an adult in GW2? Do Norn get that old?

I might have stated this before, but the OP is refering to character development we know from GW1 after! 3 campaigns and an expansion and several extra contant known as gw beyond. GW2 has some intriging characters and unsolved plots that are promising for the future. See this as star wars episode 4 (the first movie). Though there are some possible intriges visiable, we don’t know bout the relation between Luke and Leia yet. And we see the tention between Luke and Han when they are around Leia but we don’t have a clue how it is going to develop. I feel there is a lot to be told in the future. Does Arenanet dare to continue to explain the homosexual relation of Caithe and her former lover? What is the origin of the tension between Rytlock and Eir? I think this game has a lot of ‘intriges’ and a lot of material to fill the Tryian’s sunday tabloids but like a good soap opera the real story needs time to develop….

Theres alot of characters Ive liked and I can see more that will quite probably improve with development. All three of the order mentors stand out. Snarl and Galena I liked alot. The warband members from the charr storyline are all memorable. Im quite a fan of Countess Anise too. She has some serious spunk.
In general though I think alot of GW2 characters still need time to grow compared to the GW1 ones. After all the ones you mention had the entire length of the GW1 content to develop.

Vekk was the best char in GW1. Cool, cute and bloody annoying at the same time. That pleased look during the first cut sequence in EotN after he has destroyed the asura gate you came through ftw.
Lo Sha was also ok.
Mhenlo’s best dialog was during the Pre Searing Day 2 quest, other than that he was just too annoying.
Sadly Logan and Rytlock makes me miss Togo, Mhenlo, Rurik and Kormir. >_>
