sort of but I believe she is technically not of the nightmare court, meaning some leader from the nightmare court would have to represent their force/alliance.

Actually, of all the dungeons, TA is the only one that we can say with absolute certainty had all its bosses killed. No matter what path is picked, Fyonna, Vevina and Leurant all are slain. Unfortunately, looking at past precedent, there’s no reason to believe we’ll ever be told who’s at the head of this group of NC. Look at the Molten Alliance. Besides the random and inexplicably blue leaders of each facility, we never saw any of their leadership, neither compositely nor as separate entities.
hmm I suppose my new question becomes then if this part of the living story happened before or after twilight assault depending on the answer one of those NC leaders could still be leading this faction, they just couldn’t die I suppose.

It’d be after.
Honestly, I had been thinking the entire LS happened after all the dungeon explorable modes. But with Twilight Assault, it seems that ArenaNet intend to make their chronology of events confusing (even more), so it’s possible to tell when dungeon explorable modes happen. But I’m pretty sure that Tower of Nightmares happens post-Twilight Assault.
Stop treating GW2 as a single story. Each Season and expansion should be their own story.
