I sort of wish that it worked that way. Ending up turning LA and whatnot into overrun areas, pushing everyone into Jormag. Ends up with Jormag vs. Zhaitan, at which point they both try to convince you they’re ‘fighting for good’. And then the gods of Tyria come into play, absolutely obliterating the dragons if you choose to go that route.
Would have serious implications on the world, yes. Would be fun, yes. Would work in a MMO with a persistent world? No.

Zhaitan isn’t a tactician. The dragons aren’t even really aware in the same way as we are. They’re forces of nature more than anything else, really. Zhaitan is as much a tactician as Cthulhu would be. I mean, how much tactics would you put into destroying ants? Because that’s the better comparison, so far as I understand the dragons. Most of the lieutenants are the ones who are actually thinking. So, blame Tequatl the Sunless or the like, not Zhaitan.

Also, the Dragons are bent for world domination and that makes Dragons a threat. If they weren’t, they’ll just be an everyday epic beasts.

If the dragons really wanted to destroy everything they could, when Kralkatorrik awoke he corrupted everything in his wake, all he had to do was fly over a major city and game over. But no, they sit in the corners of the world and send minions to do their vague bidding. They might have a overall plan, possibly to do with the human gods not intervening or something.
elder dragons don’t plot, they destroy and feast, their lieutenants are tacticians. reason why elder dragons went to slumber in the first place, is that they ran out of food. so Tequatl is one doing tactics and Zhaitan is "big fat king who sits in his castle eating". yes he has some control over risen and supply them with magic, but bigger plans are done by Tequatl.
Zhaitan is a poor tactician? Everybody in actual ingame lore is a poor tactician. Remember that defend port trinity mission? Made my eyes bleed, literally.
Also dead bodies make for poor soldiers. He’d be better off animating stone golems – you ALWAYS have enough stones around and they are much more resilient. Anyways, dead bodies with no regeneration would literally fall apart from rot and injuries caused just by walking around, so maintaining the animated servants would require constant power feeds. Oh well, it would be required anyways, since dead bodies produce no energy to walk and fight on their own…
Seriously, Zhaitan is a poor tactician. Which is why he got defeated so easily. He had all the knowledge in the world and yet he doesn’t use them at all.
Knowledge is useless unless you can draw conclusions and logical estimates from it. Maybe the Dragons are not that logical?
Seriously. since when does a mysterious race of draconian creatures who are more dangerous than anyone in Tyria have to worried about tactic. You do realise that each Elder don’t care for each other and their minions will fight each other. So say he was a poor tactician it not true.
