Zhaitan, the human dragon or the sylvari?
Technically, the sylvari believe themselves born to destroy all Elder Dragons, not just Zhaitan (and we don’t know if they actually were, it’s just belief as far as we know). It’s just that Zhaitan recieved most of their attention due to Caithe’s and Trahearne’s Wyld Hunts as well as his proximity – not only to them, but to the other races as well (out of all dragons, thanks to Kralkatorrik moving to the Crystal Desert, Zhaitan is the closest to the other races with the most prominent threat, which is why we went after him in the personal story instead of Kralkatorrik who’s weakened or Jormag who influences the norn a lot even now albeit indirectly, or Primordus despite him being awake the first and fighting the dwarves already).
But anyways, Elder Dragons aren’t really tied to the playable races. If you think about it – Primordus was a problem not just for asura, but humanity, charr, and norn (as well as many lesser races, such as skritt, and the dwarves); Jormag is only primarily tied to the norn due to location, and the Branded are a threat to both charr and humans (Ebonhawke humans specifically) – just more so charr due to proximity (though also humans through Glint, who was a long-time ally of humanity, and through her, the Zephyrites whom are mostly human).
Besides, you have six dragons and five playable races so it wouldn’t match up well enough anyways.
Stop treating GW2 as a single story. Each Season and expansion should be their own story.
Primordus and the asura … Jormag and the norn … Mordremoth and the sylvari.
Kralkatorrik might in that sense be a mutual enemy of the charr and the humans.
Zhaitan is most definitely a mutual enemy of all races.
And Bubbles … we don’t know much but I mean, the largos live in the Unending ocean so we’ll definitely see more of them once we get to fight Bubbles. Bubbles also is responsible for the krait pushing the quaggan out of the Unending ocean.

Apparently he’s the reason why the Karka moved to Southsun in the first place.
But you have to remember potential playable races as well. Largos have the reasons for a vendetta against Bubbles. Kodan have reasons for a hatred of Jormag, and Tengu are already fighting against Primordus within the walls of the Dominion of Winds itself (according to dialogue).

That’s when Largos come to match with bubbles! (really, I need Largos as playable and I need it now! U.U).
And… Tengu could match with the possible seventh celestial dragon I guess…
But you’re right, while there are important connections between specific dragons and races, it isn’t like each dragon is the personal responsability/nemesis of each of them.
On the other hand though, each of them, even if not treated as nemesis, could give us insight on extra ancient lore from different races: fighting Zhaitan gave us access to the sacred city of humans, with their temples and priests; Primordious will likely be surrounded by ancient Asuran tech; Mordremoth could lead us to the place where the seeds to plant Pale Trees come from or something similar; Jormag is where the oldest Norn settlements used to be (though I don’t know if they ever had a city as important as Hoelbrak before), if his campaign through the mists continues, I guess we could explore the origin of the Spirits of the Wild. Charr would be the only one left I guess, unless another ED comes from the East or the unlikely scenario that Kralkatorrik flies back to his sleeping location. DSD could cover lore about Largos, Quaggan, Karka and Krait.

The norn had a few places you could call “cities” altough they were actually just a big lodge surrounded by shops/tents belonging to different vendors/smiths/traders etc. Gunnar’s Hold was the biggest but also worth mentioning were Sifhalla and Olafstead. Sifhalla was just north of the frozen lake where Jormag allegedly slept.

I know about those settlements, I was refering to others settlements further into the north, as I don’t consider those ones important enough to be considered sources of ancient lore.
About the number of dragons, I think we can’t either confirm that there are or not more than 6. We don’t have all the info so any writter can jump in and add stuff (or they could even have more stuff planned). Not so long ago we believed they were just 5, and only 4 were documented.
I wouldn’t think we’ll find much of a Great City of the norn, just based on the way in which they live. I think Hoelbrak itself is a major cultural shift in the lifestyles of the Norn. This doesn’t mean that we won’t learn more about the norn as we move northwards, perhaps find the sites of ancient battles, stone carved tablets with the legends of their ancestors, etc…
Yes, that’s more likely, or even the scenario of going against Jormag into the mist and getting to know more about the spirits of the wild and their origins, or even references to them in the real Tyria.
^I would very much love to enter the mists and learn more about the spirits of the wild. There is sooooooooooo much more that ArenaNet could be doing with the mists than just the fractals, PvP, and WvW. I want my Realm of Torment, Hall of Heroes, Underworld, Fissure of Woe, and while we’re at it why not find the Spirits of the Wild, the Great Forge, The Sky above the Sky, the Blessed Realm, and so on and so forth.
