The Elder Dragons are indeed not in any way friendly to eachother, as far as we’re aware.
The problem with this theory is that it relies on the ELder Dragons being concious of the decisions they make. It’s pretty clear the guildwars books that the Dragons are mindless, bent on one thing. They don’t have a war council, they just consume. They are mindless, which is exactly why I think they are being controlled by someone with a mind.

The elder dragons clearly show signs of intelligence. A mindless being does not control champions/luitenants/armies/fleets and does not sent an infiltrator to disrupt the Pact’s command structure.
And before you say Zhaitan doesn’t control his armies, his champions do. That’s like saying a general doesn’t command his armies, his luitenants do. It’s called an hierarchical command structure.

Jormag wants world domination while Zhaitan wants all life to be immortal and undead.
Kralkatorrik wants to consume everything to fill it’s empty stomach while Primordus wants absolute destruction!
They would see each other as enemies!
I do think since there are a bunch of these elder dragons left, that Anet would write in one dragon defeating another in an event we get to witness.

This seems wrong, since the ‘mouths’ and ‘eyes’ of Zhaitan are involved in battle and command troops, but have a direct bond with Zhaitan and provide him with resources and information.

Champions act upon the will of their Elder Dragon in a similar way a loyal general does to his ruler. The eyes and mouth seem to just be more closely linked to Zhaitan than other generals, providing him with direct energy and information.

Elder Dragons are intelligent, as shown by Zhaitan and Kralkatorrik. They also hate each other. We have seen their minions killing each other.
The future lore cannot be predicted. But having Elder Dragons fight each other would make an interesting story.
I would go one step further. I want to see Kralkatorrik offering peace to the human kingdom, specifically Ebonhawke. Kralk is weakened by Destiny’s Edge. So just like Loki, Kralk must rely on trickery and planning to get ahead.
Madness? Hardly.
It is obvious that the Charrs will eventually come after the humans again once all the Elder Dragons are dead. Wars and battle are the nature of the Charrs. Maybe not this particular generation. But who can guarantee peace between the Humans and the Charrs for the next 500 years?
Logan Thackeray will be against this alliance due to the death of Snaff. But Queen Jennah, Anise and Commander Samuelsson will support it. This will begin a split between the two lovers, one that they can never return from. Two lovers caught in two different sides of the political world; great drama.
It will also slowly transforms Logan Thackeray into an anti-hero. Caudecus will temporarily side with Thackeray and his Charr allies to overthrow Queen Jennah’s rule. Caudecus will later betray Thackeray because Caudecus actually hates the Charrs. He was just using Thackeray as a tool to overthrow Queen Jennah, so Caudecus can become king over all humans.
The drama goes on and on. Who will win? Who will die? Which side will the players support?
