I want to agree with you but I don’t think she uses those words synonymously. When talking about her steam creatures she uses the term portal and described it as stepping through the aether. This makes me think her portals are more similar to an asura gate than a waypoint
The common waypoint technology is mobile. Snaff invented them (I think he states, but I am not sure anymore after all that stuff that Scarlet created.)
It might be more interesting if it’s the waypoint prosperty or another still hidden one.

I’m of the opinion that waypoints are a mechanic more than part of the lore, or else the Zephyrites having a waypoint at their crashed ship makes no sense, and neither does the Zephyrites being stuck in a desert when they could just waypoint away, and so on. Then again, if the designers want new maps without traditional waypoints they could give the players a mobile waypoint that they could put down for their own use in safe spots. It would effectively be like saving/binding to home location, as seen in other games.
Don’t forget that the priory is also around. The only answer about them is Gixx sent them, but Gixx doesn’t tell why.
Seraph, Priory, even the Zephyrites themselfes could have traded whatever for the waypoint. Prosperty is a trial and error waypoint and if Scarlet set it, then she engineered either bad or put in up in a time where she didn’t know any better.
But after thinking about it: the seraph and priory would have set a waypoint outside of Dry Top too. Either Zephyrites or somebody unknown set it (Scarlet will be the scapegoat for it).
Edit: waypoints are part of the lore, otherwise it wouldn’t have made sense to put it into SoS.
Waypoints are part of the lore, however there are certain limitations to them which explain why people don’t use them as extensively as we do as players:
They are probably quite expensive.
You can’t ship large cargo with them.
You have to be at a waypoint to travel to a different one. So, no “kitten, our airship is coming down, let’s all just teleport away!”, unless there had been one preinstalled on the ship (one of the new books suggests that it would be impossible to have an active waypoint on a surface that is moving around. They need to be attuned to their fixed environment).

Waypoints can be moved around yes, but they need to be setup and maintained since they’re rather fickle. Game mechanics wise we can TP from anywhere to a waypoint but I don’t think this is in lore though (which appears to be only waypoint to waypoint).

Don’t think the game has any systems or mechanics to support that, they’d have to redesign how you interact with the world map and also define which areas are TP-able and which are not.

Well waypoints skirt between lore and mechanics. Although I guess we could argue that the Seraph decided to put up a waypoint and that the Zephyrites are still busy with rescue, retrieval and triage. With the map being basically static what we’re seeing is probably still only hours after the crash.

Also an explanation for the steam portal and possible the Molten Alliance portals (although those could just have been flame magic).
I believe it was explained before that they did have way points in lore but as SunRoamer stated there were limitations such as being from way point to way point. If recollection was correct when that was explained it was said that players had a certain device (not 100% sure on this one might need to find a source) that enabled them to teleport to any way point that they synced with. This could be the mobile way point she’s talking about.

Considering that there are vines probing waypoints in at least Dry Top and Brisban, I would doubt she meant anything else.
