So where the hell is this soggy bag that Im suppossed to find on the shoreline west of sanctum harbor? I’ve been looking all over the place and all I’ve seen is a few empty crates that cannot be interacted with and lots of crowbars.

That answers the “where”, but I don’t think this part can be completed since the start of Phase 2. I could still be misunderstanding.
