They are permanent, and it is not necessary to finish the PS before playing any of Season Two’s story, just as it wasn’t necessary to finish the PS before playing any of Season One’s story. You probably know how the story of PS turns out….

I’ll admit to not finishing the PS on any of my 80s (in fact, only one of my 80s has been past the Claw Island mission), but that didn’t stop me from taking part in Season 1 and now you are able to play Season 2 at your own pace, including achievement hunting if you wish.
From the little of season 2 I’ve played, don’t deprive yourself from playing it.
I’m doing the personal story to connect the events to the 2nd season.
Do you mean that the personal story has nothing to do with the 2nd season story ? ( There isn’t a sequences)

Not really. There are a few bits of dialogue that may reference what has taken place in the PS, but finishing the PS is not really necessary, as this is a different story. Knowing what happened in Living Story Season One has a lot more relevance than the PS.
Thus far Season 2 has more to do with Season 1 than the personal story, however it’s probably best to know the Personal Story before Season 2 continues. Any instance that takes place in Lion’s Arch as well as the instance Forging the Pact are now full of continuity errors due to the maps of instances using open world maps (thus Forging the Pact, which happens at Fort Concordia, is destroyed by Mordremoth’s vines when he isn’t even awake and won’t be for roughly 2 years; and any instance in Lion’s Arch appears in destroyed Lion’s Arch, rather than pre-destroyed LA).
Later on as we go more and more into fighting the Elder Dragon, it will no doubt become more relevant to the Personal Story at least in terms of the Pact.
Stop treating GW2 as a single story. Each Season and expansion should be their own story.
