While it sounds cool, players who’ve spent makeover kit just for glow would be upset.
Honestly I think the Grove might be a second Ley Line hub, and that’s why such the focus on it. Would also explain how the Pale Tree has access to the veil to prevent the corruption of the Sylvari. The glow would probably just be the infusion of the magic from the ley lines that went through the Pale tree, and the Sylvari are simply by-products of plants having direct contact with the magic that pulses through tyria in this hub. It would also explain a pre-life Dream and the Wyld Hunt – echoes of the past that were mixed in with the magic and passed through the ley lines to this hub. As far as we’ve seen so far, Dry Top is too desolate for it’s ley line hub to have this much of an effect on anything that inhabits it… Unless Earth Elementals?

I could see it happening for a very short period. Say, a couple of story instances? Then Taimi adjusts her device and aims it at the Pale Tree, altering the frequency of the magic flowing through it and making it immune to Mord’s draining.
For this, they’d need just a couple of instances where, even if it’s dark, the sylvari glow is set to “daytime”. Add in some optional dialog for sylvari characters saying that they feel weak, and you’re good to go.

Bioluminescence is not magic. Elder Dragons consume magic, not “energy.”
Even if it were magical, it would have to be drained on a per individual basis.
Stop treating GW2 as a single story. Each Season and expansion should be their own story.
