Right now you have to fight champion dragons of jormag kralk and zhaitan in the open world and a lot of people get pushed out of the fight because of the megaserver system.
Rather than altering the existing open world fights i think there are certain areas where

you could add an instance that x number of players have to queue up for before you all get sent into an instanced fight with them.
You could restrict it to queue up only with friends or guild mates(including those in unrepped guilds) or even allow one member or a few more to queue up and have them only joined by people they invite

Their could be an instanced fight with tequatl on claw island, an instanced fight with jormag’s in honor of the waves, and the shatterrer next to steeleye span
