As a costume brawl skill bar sure, but for regular PvE or WvW no, just no like that’s not even remotely balanced for that. Or if they did do it the skills would get nerfed to crap and the would still charge 1200 gems for it.

Requirements :
Legendary weapon
Legendary armor (unique character bound materials not purchaseable in trade)
Legendary training (having to discuss with various NPC’s, lots of exploration (full map))
Having done all of the living story and personal story
Level 80 of course
Do various hidden undocumented challenges
Other extremely difficult things to do
At least 5 years of existance of your character
At least 1000 hours of the game played
etc.
