Unfortunately, the only way to make it available in the vendors is to unlock it via the achievements first. -.-
That makes sense, first unlock it to have it. And than after you already got it you can buy it.

That’s so you can get multiple copies of it for alts if you want. They want you to do the achieves to unlock it since those lead to Luminescent Armor, and wearing that is proof you have done the achieves.
The achievements are rather hard, but not impossible. Just keep trying, it took me about 3 evenings. If you have problems with some, ask friends to help you.

Put simply,
You get armor (from achievements, boxes from boss kills, or crest merchants) and then you do a scavenger hunt to turn it into glowing blue armor.
