Festival of the Four Winds was based around raising funds for Lion’s Arch.
Honestly, it’d be ridiculous if the “heroes” of the game were running around picking up garbage in Lion’s Arch when there’s (potentially) a dragon about to make things worse.

I’m not saying you have to do it, but it would be cool if it existed as a side activity, while they continue to put their main focus on the living story season. the simple fact is, it has to get done, it is going on regardless of whether we pitch in or not. but it would be a fun feature to be able to pitch in.
I was hoping for a gold sink update that would dictate what portions of the city were constructed by certain contractors. If the player base was in-sync, the entire city could be done by a single contractor. But likely end up with structures influenced by multiple cultures (dredge, asura, sylvari, et cetera).
Oh, so Kiel can’t get the infrastructure repaired, so WE have to take time out from saving the rest of Tyria to do the work her government cannot? Typical

Kiel is in way over her head. Not only did she fail to protect LA, but now she can’t even get LA rebuilt. I understand we’re all Heroes that save the world time and time again, so it make sense that we need to lend a hand. But as long as Kiel is in charge, I’ll be spending my time with the Black Lion Trading Post reps in the corner.
Side note – it would be a good idea for Anet to release events based on repairing LA, as long as players are rewarded for our efforts. Perhaps some tiered competition to see who can gather the building materials the fastest, and Evon could donate BL Keys to the best players. Because Evon is best charr.

Haha, I don’t think politics really have anything to do with it. I mean, without buldozers cranes, excavator, dump truck, and emplosion bombs of the modern world, its no easy feat to tear down and rebuild an entire city.

If they were going to do it, though, it should have been done during Festival, not now. Right now, focus is supposed to be on the living world story. Story-wise, we don’t have time to come help LA because we’re too busy on the other side of the world.
Only time it could have logically happened is during down-time.

Did the festival bring enough money to repair the damage to the city, or is it just enough for a hot soup for every NPC?

Also, one half of the festival attraction was the Gauntlet/Boss Blitz. That not only offered funds raised for LA, but training and practice for things to come. That actually IS a better way to spend one’s time than picking up garbage in the streets.

With what funds? The whole point of hosting the bazaar was the gathering of funds neccisary to repair LA. And logically speaking all the npcs building LA, the everyday common folk, would not stop production just because we go off adventuring to find clues that may lead to a dragon. (We know it does, our characters can only asume, thoughit would be an assumption fairly dictated in logic) all I’m saying is that while passing through town, or taking an extended leave of absense, we can pitch in a hand.

I don’t think there is any reason why they couldn’t have changing dynamic events in LA and kessex involving the cleanup and repair of the zones. Provided they also notify players of the addition of new events surround said activities. It would be naive to think that the hero would be spending every waking moment involved in pursuing the next threat. There very well could be gaps in time where no new lead comes, the lackeys need a good chunk of time before the hero steps in to do his/her part, or any number of other realistic occurrences of downtime where the hero would fill that time with other things.
A good one of those things would be to help restore the damage done by the previous evils of the world. Beyond that the mundane folk of the world would continue to rebuild and it would be nice to have a little something beyond a passive view of that. In fact so passive that unless you are going to the zone and looking every day to see if anything changed you would completely miss it. A good addition would be insertion of a story element that at the minimum shows the progress. This could be a letter to the character from time to time updating us on the progress of the build with a show me button that plays a cinematic. Or invites us to come to the zone for a mini content release that completes part of the clean up as part of a story instance.
The later idea would maintain the continued changing of the persistent world and allow them to tell the story of that change. Just as the living story is somewhat doing with gates of maguuma and entangled. And how the personal story did for the state of the world at release. When you consider that the personal story is a journal flashback as the state of the world at release was as if they personal story already took place.

No one can fight 24/7. Troops IRL are given furloughs to take a break from active combat. And many “heroes” like to help the needy when they are taking a break. So I think its a great idea.
LA has become so disorganized and hard to get around. Everyone I know prefers to go to some other main city to do stuff instead of LA.
