just replayed LW season 3 episode 1. when we ask rytlok how to call our new guild a small norn girls jumps in and suggests “fate’s razor” … and then we have LW se3 ep6. during the test to become a member of the Shining Blade they both refer to “fate’s razor” as a metaphor… they’ve been watching us!!!

Yes, especially when they ruin the joke by having it explicitly pointed out to us via dialogue. I felt like a six year old that needed to have an obvious joke explained to her. Such bad writing.

Anyway, Anise does say she’s watched the PC for years earlier in the shining blade HQ instance.

“I will not be part of a guild called Fate’s Razor.”

Norn girl even says she has a magical sword,and the Shining Blade is a sword!Coincidence?I think not!

While Anise might have been watching the Commander for some time, I think she has better things to do with her time than to pester Rytlock while disguised as a norn child. Admittedly, a norn girl might be as tall as a full grown human, but the head of the Shining Blade and Queen Jennah’s adviser can’t leave human lands for long, even if it would have been for a funeral.

She’s a mesmer. Maybe the kid was a phantasm.
