And the second character did not receive the phantasmal residue. Anyone else have the issue?

Yes, I just finished “Reach of the Dragon Pt 1” on an Alt, and did not get the Phantasmal residue, (because it is in Rtylock’s Last Goodbye bag.) I got all the other ones; Seed, Water, and Stone.

Eh the reward is one per account? Hence it is account bound.

Account bound doesn’t mean 1 per account…. I will look at the item that I did get and re-read the information, but it is silly to give you everything else multiple times…
