Does the world constantly change?
Lion’s Arch does get regular make-overs. Usually in conjunction to whatever worldwide events are going on, like Wintersday.

One example of a change in Lion’s Arch was the destruction of the lion fountain during Halloween. You may have noticed that it was under construction for a few months before coming back.
Another example of change is when the lighthouse in Lion’s Arch was destroyed during the Lost Shores event, and the rising of the island at Southsun Cove—a location that wasn’t there at launch.

I believe new structures have appeared as part of the F&F storyline as well – eg in NE wayfarer
Also, on a side note. Tequatl destroys a small stone tower when he appears. What we don’t see is it that it gets rebuilt only for that poor NPC’s handiwork to be destroyed a couple of hrs later. Still, the builder never seems to lose morale..A lesson for us all.

There are a lot of little changes. As people mentioned, they added a new “township” off of Wayferers recently, and another one in Diessa Plateau, as well as refugee camps in three of the cities. I kind of doubt we’ll get any “cataclysm” events that completely destroy and replace an entire zone any time soon, but they do add entire event zones and things like that.

How about adding some gradual change though, not just one day theyre building the statue, and they next day its finished? LA only had 3 phases IIRC. No statue, half built statue, built statue. Nothing in between.

Actually it had like five.
Yeah I remember the lighthouse getting destroyed in that cutscene with the karka invasion. Only last month did I check the same area and found the place totally different.
It would be awesome to see some of the more frequented areas to change.
I.e.
Let’s say a bunch of Consortium terrorists decided to sabotage the BLTC and caused the trading post in L.A. to blow up. It forces everyone to go to a new (and convenient location), perhaps next to the bank.
And in it’s place, a new guild hall is built!

Lions Arch physically changes, however the people walking through LA are still having the same conversations and doing the same things. I see this as we, the players, being on a different level of reality from the NPC’s. The world changes around us, and they are there for…flavour or something. I don’t know, it doesn’t seem to make sense lore-wise. All I know is it would be too much hassle to give every NPC a living storyline of their own, so they are instead in a kind of time-lock, always doing the exact same thing.

You can look at the world as a set of rules with which the players interact.
You can look at the world as a accumulation of 3D models and textures.
Depending on what you prefer as a player, or how you perceive a game, you will arrive at different conclusions as to how much change there is in the world and most importantly where.
Personally, Fractals (excluding agony) and SAB were nice changes brought to the world. Some fountain or tower which offers no player interactions…. … not so much.
