Are duplicate Sworn Zaishen Helm Skins supposed to turn into something else the way duplicate Elemental Sword skins were supposed to turn into BL keys last cycle?

Yes. If you did not receive 2 BLC Keys instead, you can contact the CS Team via the ‘Support’ link above/below for assistance.

Of course, you must have consumed and unlocked the skin first.

Edit: Looking at the Wiki, it may be that you must unlock this item 3 times (once for each weight) to trigger the replacement keys. I’m not sure….

I’d go ahead, though, and contact the CS Team and ask.

I have 8 elemental swords in my bank from where it bugged out and didn’t give me a key instead.

I contacted support on one occasion but didn’t bother the other 7 times. lol

Didn’t have it happen with this batch though.

Well, you could contact them just once more for all 7. No reason not to get those 14 Keys.
