I think this should be a new permanent dungeon when this chapter occurs, like Zhaitan’s encounter is in a permanent dungeon and nothing temporary or event only

It is extremely unlikely that any directly Elder Dragon related stuff will be temporary.

It is rather possible that they will do something like the Personal Story for the other Dragons as well, rather than just temporary events.
