Are there plans to no longer continue the flow of living world events (The ability to continue Living world events without requiring the expansion pack so no segments of the story are missed due to missing content. (Heart of Thorns)) for the base game?

Id be happy to pay for Heart of Thorns but I thought the offer was not suitable for me. (I did not want a character expansion slot) Gems equal to the value would be preferable.

According to the HoT site:

Of course, the story of Tyria will continue beyond the launch of Guild Wars 2: Heart of Thorns.

If you own the expansion, you’ll be able to simply log in to the game to gain free access to upcoming Living World releases!

Even if they allowed everyone to unlock it for free, season 3 will likely take place within HoT, which you wouldn’t be able to access.

Since the Living Story continues after the events of the Personal Story in HoT, HoT is required to experience it.
