Getting old titles and achievement points
I think they could do some kind of Journal similar to the personal when. There would be summary of Living story and a button for replaying instances. It’s shouldn’t be too hard to implement since all the content is still in game.

It’s highly unlikely;
Titles are currently a show-off that you were there during a certain Living World event, for this reason a lot of people are motivated to do Living World asap partly due to it being their 1-time chance. Ofcourse, because we enjoy doing it should be the one and only reason, but let’s face it, people like rewards. On top of that, so far certain re-occuring Living World events (think Wintersday) reward a different title, showing they have no intention on giving people a second chance to obtain the title from last year. Lastly titles in gw2 are independant (e.g. gw1 would be unbalanced if there were 1-time only titles due to gwwamm-progression requiring x amount of titles) leaving no reason in that aspect.
So I don’t see it happen, but only the Devs would know for sure.
i don’t care about titles at all, i just like to complete what i didn’t last year, is that to much to ask?
This subject gets brought up every several weeks. They won’t bring old content back. They may do some type of playback of cut scenes or something similar to how they did the recap of the personal story but you will never be able to replay previous living stories.
Their entire expansion model is based on the living story where the world develops little by little as time goes on. It would make little sense, even if there were instances, to relive previous living stories. Time travel does not exist in Tyria.

Please prove me wrong. FotM is not time travel by the way in case that was what you were thinking.
Why it shouldn’t be time travel? It is, if you take theory of parallel universes as granted. But there are other ways to describe what could happen if you’d travel in time. I think you can time travel in Mists(and that is basically everything) and even be stuck in time loop or something, like we see with Dessa.
If you want the proof, look for Asura personal story, it’s the Infinity Ball option I think. You encounter there with characters from the future, and (thus) from parallel world.

Every npc in the game acts like you haven’t spoken to them before and the current theory is that Dessa’s area itself is a fractal. Also realize that you are not participating in the actual event that’s in the fractal.

You should take a look at that storyline. I also bolded a key word that you overlooked in the quote above.

Story wise it does need to include time travel. For example, refugees needs to get back in wayfarer and this is only explainable with some time travel mechanised instance of wayfarer’s :p
In one of the CDI threads on the main GW2 forum, the game director asked what players liked most about their favorite TV shows, and many who participated in that thread responded with variations of “being able to rewatch them at our leisure” and the studio director also seemed to like the idea of players being able to experience old LS content.
They have mentioned they are already exploring ways for new players or players who missed out on LS chapters to be able to at least review what’s happened in-game for said chapters. Maybe once implemented, they will expand on it in such a way that players will be able to replay them in some instanced form.
There are a lot of cool titles and nifty skins rewarded from them, so I sympathize with you OP and am hoping they will implement a system where players can enjoy LS chapters of the past.

Giving skins would be too much I think. Skins should be participant exclusive. Players should be rewarded for their commitment. I don’t want a second Fractured incident here. But temporary content is both sucks from developer and player point of view. One can argue that it is similar to real life but What I look for is an improved version of reality not an exact copy in another setting.
Meh, I have collected all the skins so far, and I wouldn’t mind new players getting a chance at them, or players who took a break. I noticed once a new back piece or skin is released, the previous ones you saw everyone have almost flat out disappear. So with every new LS installment, everyone looks practically the same with their new shiny, then it repeats again when more new shinies are out.
Letting past titles and skins become obtainable would balance things out and you’d see more people with different, cool stuff running around, like how it currently is in GW1.
I’m just not of the nature of locking people out of stuff.

what commitment, the greed or the farming?
in GW1 you can get a skin by simply be there when the event is in it’s last phase, not to farm your butt of just to get a glimpse of your exclusive skin.
better yet, GW1 currently has a token system where you can get previous year skins and they can be gained with only the minimal amount of effort, just so you don’t have to grind for a simple skin.
i rather have a skin by simply participating rather then getting it after weeks of grinding achievements, that at least promotes good will, not greed.
I have all the skins from past events too, and I have no problem with newer players being able to obtain them. I don’t believe in locking out a player of a look they want to have just because they weren’t around at the time. If the player is willing to put in the same work, they should be entitled to the same rewards. Same goes for titles.
The rules, as I have observed them:
If it was obtained for gems, it might come back at any time. I may also end up on the AH.
If it was obtained be completing content, It is highly unlikely it will return. If it is not “the one shiny” for a release, it will probably also end up on the AH.
If it is a wearable cosmetic, obtained by completing content, it is almost surely impossible that it will return, but may be tradable on the AH.
If it is a title, it will never return. At best you’ll be able to acquire a similar but not identical title later.
