She needed the Dredge/Flame for her magic detector tech and the Pirates/Inquest for her flying/robot tech.
Other than that, I don’t know whether it was really thought through, given how utterly bland the story was.
There will no doubt be blog posts/wiki updates cobbled together and thrown out soon enough in the pretense that they’d considered these details, but if they had in truth, the in game story wouldn’t have been so awkwardly hollow in the first place.
1) Why did Scarlet want to get Mai on the council? (would she just approved straight away a giant drill in LA?)

3) Why did she attack the queens Jubilie and try to kidnap the queen?
4) Did Mai escape? Did she return for the battle in LA?
5) Why did Scarlet need an army? (the only thing I see she needed was the Nightmare and Krait to get the Miasma)

1) Scarlet, with Mai in the council, had a chance to reduce the resistance of the lionguard in LA during the invasion.
2) She was under the Jungle dragon influence. (speculation: silvary are jungle dragon minions, pale tree have a good influence thanks Ronan and Ventari “corruption”)

My speculation: We forge a bound between race.
Only Human, charr, silvary, asura and norn have enough power to defeat a dragon.
We don’t know if Zhaitan is really dead, (maybe he is alive in palawa joko domain to gain back his force) but we hit him really hard and destiny’s edge had a chance to kill another one (Kralkatorrik)
So elder dragons use their champion to forge alliance between the race against us.
