must be a clean up from scarlet debris of blowing up the ley lines in lions arch is my guess
Looks like fossil-rock. Possible that the shell fossils are part of the stone fabric. The walls maybe large, cut-out blocks of stone mined somewhere in Tyria.

They could also just be sculpted in to suit the Consortium’s desired theme-park look. They did pre-fab a lot of the stuff off site and drop it in.
