It was not that there will be lots of water, it was that players should bring lots of water – implying that it will be dry where we will be going.

Also, I love underwater combat. I know I am not in the majority there, but I would gladly welcome more underwater areas, and especially hopeful that we will one day see an underwater main city for a new playable species.

I believe that Maguuma Wastes won’t offer that much water if the advice to bring it by ourselves :P

A good part of the Maguuma was pretty dry, now that area probably extended, a rocky desert scenario would make sense along with swamps in some areas.
