I think deploying that line and then showing B is a fakeout. B left and came back, but a different god (either Kormir or Lyssa) never left, and will be revealed in this episode.
My 2 cents:

3. Not necessarily. What if his light was dimmed by the other gods because he chose to stay behind? Or, what if what forced the other gods to leave is/was what caused the dimming? Or, what if all of the gods are kind of like different facets of the same gemstone and Balthazar was dimmed by the other gods leaving – essentially all of the gods are connected and the departure of the others weakened him? The corollary being that his staying behind weakened the others, though not as much as he was weakened.
What exactly has he been doing all these years?
He was a barista at Starcoins for a while, then realized he had talents better suited to other aspects of the quick-food industry. He started Balthy’s Bro-house BBQ. Fans spend hours discussing how he was able to cook the meat perfectly, every time.
Who would be “the god who stayed behind”? We have 2 major possibilities:
1) Kormir- she didn’t take part in Exodus so most likely she stayed here in Tyria and was watching us and helped us (my theory is that she is “E”.) After her ascension she said that “a lot of things must be repaired”.
2) Lyssa- we found out that Balthazar was using the mirror of Lyssa. I think “one stayed behind” can mean that Lyssa stood behind this disguise. She was helping him.
He was living in the Wizard’s Fief Centre for Celestial Wellness – i.e. the floating castle outside Wizard’s Fief. They have an eel treatment that can keep a god young and wrinkle-free for centuries.

Kormir never “left” because she was never “here”.
For all we know, Kormir doesnt even know what Orr looks like. After she became a goddess she stayed behind in the realm of torment to clean up all the mess by Abaddon, but a small 300 years have passed, so maybe she’s moved n in the meantime

Argument for K is that she has the strongest ties to Tyria, having been a human there within a few generations past, but also that it would make sense in setting up an expansion set in Elona. As someone with dominion over secrets and truth, she is also a decent candidate for issuing prophecies, and for E(lona) either being her, or someone working for her (maybe Jurah’s still kicking via divine magic?).
Argument for L (most likely playing the role of Jennah and/or Anise) is that GW2 human motif has from the beginning been focused on Lyssa more than other gods (both Jennah and Anise are powerful Mesmers, plus the Mesmer collective, and the heavy emphasis on giant works of art and beauty in the capital), her magic played a role in Balthazar’s very sneaky plan, and his plan to seize control of the White Mantle from Caudecus by, ironically, pretending to be a god is rather obviously to the Queen’s benefit. Also, having her own spy network and taking a hands-on approach to running her realm, she would make a decent E.
The chief question is whether Balthazar is going to genuinely be an antagonist, or if he’s just gone loose cannon against a god-level enemy like Menzies that hasn’t yet been revealed. Whether Canach, Caithe, or Braham, our allies have a tendency of doing things that are radical, or foolish, or suspicious, or destructive, but they mostly earn a timeout and a stern talking to, not death at our hands, however much some in the audience might request it. Trahearne excepted, but even then it was a mercy-killing.
I’m not saying it’s false, but the idea of Lyssa being in the Krytan government I give Very farfetched, I’ll believe it when I see it.

Abaddon stayed behind when the 5 left during gw1. ( the words of the avatars of The 5 implied that they were leaving or had left, just before the conclusion of Nightfall.) I think ANET intends to bring him back. Maybe Shiro will make another comeback and stage a cameo.

Abaddon didn’t stay behind. He was thrown into the sapphire sea which then became the Desolation, and then he was then sealed in the realm of torment.
That happened before the exodus, how shortly i don’t know, but it was Abaddon’s raving and messing that made the others think it wasn’t a good idea to live among humans.
And he wont come back easily. He’s not 100% dead but there’s not enough of him left to be resurrected. He’s reduced to a shimmer or thought in the back of kormir’s head
