Update 5.9.2013: getting better ANet, still way to go!
A Lannister always pays his debts – For everyone else, there’s Mastercard.
We defeated Zhaitan, we fought undead for Months.
We guarded the good people in Orr and survived millions of undead.
And nothing changed.
IMHO, Orr is the area suited best (by far!) for a living world update.
A big finale, a great battle. and then start rebuilding orr.
Help your fellow mates healing the country and making a civilized and beautifull region.
Defeat the last Undead lurking around in the deeps and finally get the sence of achievment we all wished for: the feeling that you not only beat Zhaitan, but also his army. You crossed his plans and returned the tormented land back to it’s former glory.

How do you reconcile the healing and rebuilding of Orr for the people who defeated Zhaitan with the Orr that belongs to the storyline of the people who haven’t yet defeated Zhaitan? I would assume ANet doesn’t want to have two instanced versions of Orr.

Why not? Orr is dead still after defeating Zhaitan… the Risen still attack the coast on various maps… how can that be if Zhaitan is dead? Wouldn’t Zhaitan’s magic cease to be when he died? Wait how can Zhaitan be dead if he was already dead? How can one of the most dangerous beings be killed the way he was killed? To be honest it would be easier for Anet to raise Zhaitan from the dead and make him like all the other dragons… invisible! I agree that Orr should be rebuilt and the Risen should go away but like other things in the game, Anet did not flesh out the whole story and painted themselves into a corner. That’s why Orr will get no love anytime in the near future and Anet will lead players away from the area with the living story. It is kind of sad really.
If players who had defeated Zaitan were taken into an end game without the risen in Orr then the new players would complain that (a) they are not playing with their friends who had already completed the story and (b) the zones are empty of players generally and © they need to complete the story to enter the endgame. This is more problematic than players wanting the story to be perfect. Guild Wars II goes to great lengths to allow friends to play together even if they are different levels or on different servers.
As soon as you create some other artificial method for friends to play together the story will get out of synch for some of them anyway, so leaving Orr in an ambiguous state of just before/after/during the war against Zaitan is the most sensible solution.
I do agree Stooperdale but it is also a crappy solution. I am trying to complete world completion on my third character and all that is left is Orr. It is almost impossible because…. you guessed it…. there is hardly anyone in Orr anymore. There are some skill points that are guarded by multiple veterens and sometimes champions that you cannot solo. To wait around for someone to show up and help is a waste of time IMO. Sorry but I feel like that is broken!

In Guild Wars 1, after the evil fallen god Abaddon was defeated, his magic still existed. A god’s magic cannot be destroyed, only transfered. Kormir had to take over the power to stabalize it and take control of it.
The same is likely true for Zhaitan – his magic likely still exists, even though he is dead. He may be an elder dragon and not a god, but it’s very likely pretty much the same thing.
“I am trying to complete world completion on my third character and all that is left is Orr. It is almost impossible because…. you guessed it…. there is hardly anyone in Orr anymore. "
Yes they broke Orr. It has the format of an end game zone but they made it harder, took out all the rewards, then put new rewards into temporary and trivial content so everyone does that instead. All they need to do is balance the effort and reward back to where it was a few months ago.
Orr will be restored, if it does, in Guild Wars 3, should they make it. The world is not really going to acknowledge the story as completed as a whole, since it will never be fully completed by everyone.
This is supposed to be a living world and all. The obvious solution is to alter the personal story. If all references to Zhaitan were changed to generic elder dragon references all they would need to do is stop the personal story after joining an order.
After that they could either continue the story from there with living story content or rotate in and out content specific to each elder dragon.
Saving the Orr restoration for GW3 is a good idea.
Everyone has their own ideas on how the world should evolve, to me Orr should stay as it is for (in-game) decades. The kind of Ordeal that island went through in the last few hundred years (!) isnt wiped away in a few months, or even a few years. It would feel very forced to me if suddenly Orr regains a working flora and fauna ecosystem, something like that should take much longer.
And given the furious debate about permanent vs temporary content, I would rather see the work effort that would be required for a reworking of Orr and the PS to be channeled into completing the Sea of Sorrows or expanding into the charr homelands or the woodlands north of Harathi.
