So, I was going through the story on an alt character, at the same time going for the extra achievements. However, it seems it doesn’t count. That seems odd to me, seeing how these achievements seem to promote replaying the story missions. Why wouldn’t you be able to do this with an alt?

Is this a bug or working as intended?

Your character has to have completed that living story episode to get credit for the achievements.

The unlock is character bound, not account bound. Think of it as an extension to the personal story, if you do a story mission on one character, doesn’t mean the other characters progress as well.

You will know if the achievements are available as all stars turn purple.

That’s the thing though, the achievement seem available for the account. With other achievements that had prerequests, it didn’t matter if you got them on an alt or not.

The area achievements are account bound, story achievement are character bound. Again, kinda similar to how the Personal Story functions (per character)

Yeah they should make it clearer I agree. But now it is part of the story journal it seems reasonable to have it character based, like your personal story was.
