Right to get phantasmal residue only once?

My first character through the LS got a phantasmal residue in Rytlock’s goodbye bag. The second was on a day when five quests bugged and didn’t, so I figured it was a sixth bug. Now the third character has no bag/residue. So I wonder: are we meant to get the other bits once per charcter, but the residue only once?

Any clarification appreciated…

Um, why do I have multiple versions of the other bits then?

Perhaps I can make and sell extra plant pots, or whatever?
