Thinking, with all this tension in the air of Lion’s Arch, will there be a point in the story where riots break out and anarchy where we’ll have to either come back from wherever the hell we are in the Maguuma or before going to the Maguuma?

I guess you are far to deep GW2
The main target group is teenager and that limits your story telling or topics.

Important is that you zerk down monsters who shoots lasers on you in the most easy way.
having politics or unbalanced social life in your way will bore the kitten out of the kids.

A 2nd Character like scarlet is involved to cover the most shallow story basics.
