Canach now has what seems to an assassination target, but who?
My understanding was that she just wanted him placed there, no target given. Granted, what else she says sounds like she wants an assassin.
But the thought that Anise wants to “promote” me jumped to mind, from reading your post.

Can’t help but think Anise might be a Mordremoth-Sylvari sleeper. Might be that her human form was the illusion and the sylvari version we see in the mission is her true form. After all, Anise is the name of a plant.
The Pact is possibly the largest (second largest, if not) military force in Tyria, armed with some of the best weapons. They’re everywhere, and answer to no country.
I really can’t blame her for wanting to have an agent there, and making it someone that, if ordered, will kill a target for her.

Countess Anise: Your intentions in that affair, whether noble or not, aren’t what concern me. It’s your failure to evade capture.
Canach: I beg your pardon?
Countess Anise: Noble intentions don’t interest me. What I need is a sharp instrument. A knife that can be employed before anyone realizes it’s struck.
Canach: Show me where to cut, Countess, and I will be your blade.
And pasting this one just because I found it hilarious..

Canach: I have a thick skin. I also learn from my missteps. For example, you fooled me once with your illusions, so now I wonder if you’re truly as young as–

I think we have to assume that Anise intended us to overhear her conversation with Canach, but it still doesn’t really make sense. Why would anyone, i.e. the Vigil, let someone like Canach into a Pact fort if he’s not there on Pact business? It’s clear from the player’s characters dialog that Canach is not welcome.The Pact might let him in if he was given official duties, but Canach is Anise’s indebted criminal and he is not a member of the Shining Blade or Seraph.
If we ignore all that, one use for Canach might be as a secret bodyguard for someone, maybe Kasmeer, Trahearne, or even the player character. Could he be there to smoke out the Consortium? Does Anise think there are White Mantle spies within the Pact? Is he just there as a distraction, again? It could be anything really. My personal guess is that the Sinister Triad in Brisban Wildlands will be seen again soon, they tried to sabotage the summit, and they will strike at the Pact as it prepares to move to Magumma. Anise is interested in the bandit side of the triad.

I think he mentions his target when you speak to him.
I thought it felt like she wanted someone assassinated, but there really is no reason for that at all. I think she’s just going to send him in there to spy on The Pact. But how is he going to enter? Simple, at the end of the summit the Queen said she’d put together a group to help with the rising Mordy issue. What I think will happen later, is that Canach will be corrupted by Mordy and will kill off Trahearne seeing he is the head of the Pact.
Just because some character isn’t white knight goody-goody paladin of justice doesn’t mean that he’ll kill someone.
I believe Canach was sent to Fort Trinity either because Anise wants to know more about the pact (and one particular Sylvari warmaster) or she wanted to get rid of him for a while, since he turned out to be more intelligent than any other NPC in game and shred the ilussion of her true personality in no time.

This has me concerned that he might turn against the Pact.
The language of a “knife that can be employed before anyone realizes it’s struck.” is rather specific. One has to wonder why she would say it in front of the PACT commander, though.
In any case, I hope he wont be corrupted by Mordremoth, either. That would be a dumb way to kill him off.
If she wanted to know more more about the Pact, she just ask the PC directly.
Anise is highly suspect in her motives, but she is also very aggressive about getting results.

Considering everybody in the pact knows about what Trahearne left to do, she’s probably setting him in there to find the spy and silence them permanently.

Food for thought: It’s hinted by Trahearne that someone with a dark heart betrayed the meeting.
We know Anise is very aggressive about getting results. During the Queen’s Pavillion event, she even lied to LOGAN THACKERY in order to protect the Queen from Scarlet. Remember?
It’s possible she has an idea who sabotaged the meeting, and that person has a connection to the pact.
So our suspects are members of the Pact.
Bandits are possible too, they have operations on Maguuma Wastes, but no exact info tho.
Riot Alice was in the bar of Town of Prosperity, talking about her connections and stuff.
Should there be more mobilizing on Maguuma Wastes, it could hurt their operations.
And then again, there’s the Inquest, except most details of their operations there is quite unknown, looting of the Zephyrite ships is recent activity, which doesn’t point out what other operations they have.
Another possibility, The Sinister Triad could make more of an appearance.
Nightmare Court could take more interest on Maguuma Wastes, once they find out about other Sylvari trees…
I rarely do PvP or Hard PvE, unless it’s organized.

Hey, the target may be someone else. For example, there is a sylvari, who is Trahearne’s aide or second in command or something: Laranthir of the Wild. He is not an insignificant character, he was sent to Lion’s Arch after the attack to investigate. So what did he do there? Sit and do nothing?
Conclusions:
– either the Pact sent Laranthir there to look good or he actually did something there and we don’t know what
– Laranthir is a character that might play some role in the events to come (since he was present several times already)
– btw: Laranthir was present at the summit, right?
– either he is a traitor or someone who might replace Trahearne (or neither :>)(or BOTH :>>>)
You never know Ansie could be Livia?
She has been missing since she claimed the Scepter of Orr and when asked how old she really is..
She spent most of her time in Maguuma and she probably knows about the Dragon and his where abouts.
Would make for a good plot twist..
Also being a massive part in the Shining Blade and being by the Queens side for many years, I reckon Ansie could very well be Livia in another form.

She has the power of Orr. She could pretty much do anything. Maybe she was stuck when Zhaitan was alive but again, she could of had the power to stop him.

Back on the original topic, Anise is simply being a prudent political player. Yes, it’s good to trust your allies, but you should always have independent verification. As Ronald Reagan once said, “Trust, but verify.” This is why the US had spies in Germany and elsewhere (and I’m 100% certain other countries are doing exactly the same thing.)
They may be your allies now, but you can’t rely on them being your allies forever.
