So I hear you can play season 1 the second half or whatever they are calling it…if you one: Logged in during its release or two: buy it with gems. Has it ever been mentioned if they will let us buy the first half of season 1?

ANet have said they do intend to bring back Season 1 one day, but it’s a long way off with no due date right now. (Maybe they’ll start working on it once Season 2 is complete.)

The idea you have is right, the terminology is wrong.

You can now play Season Two by either having unlocked the episodes when active, or purchasing them (if you missed unlocking them) for 200 Gems. The next episode (of Season Two) starts November 4th.

Season One is unavailable to replay at this time, no matter if you were active during release, or not. The Devs have expressed a desire to some day make Season One available, but there is no ETA.
