So what about the Flame Legion?
If Primordus moves near the Flame Citadel, that’s likely to happen. However he’s way off in the Ring of Fire atm, so they most likely will not come into contact with him at all.

Difference is that the Sons of Svanir exist because of Jormag and Jormag willingly accepts them as followers/minions so he can corrupt them as Icebrood minions.
Primordus appears to have no interest/ability/need in using intelligent races as minions or (that we know of) any interest/ability in communicating with them. So yes I guess the Flame Legion could follow/worship Primordus, but I’m not sure Primordus and his Destroyers wouldn’t just incinerate them on sight.
Maybe now they’re more cautious, considering how it went the last time the Flame Legion tried to unleash the destroyers against their enemies
They are almost as far from where Primordus is as it is possible to get.

They weren’t physically close to the Titans either. They were locked away in the Realm of Torment, which was accessed through either the Door of Kormalie in the Fire Islands or the Mouth of Torment in the Desolation.
I suspect after the trouble they had with the Titans and the Destroyers (spoilers: both tried to kill them) the Flame Legion became a bit more selective with their gods. If I remember correctly their latest idea is that their leader is going to turn himself into a living god / fire monster, although I’m not quite sure how he plans to do that.
