I seriously doubt this. Serial killers show sociopathic tendencies from an early age. Taimi’s desire to see Scarlet dead is nothing more than childish curiosity, or perhaps the need for closure. That desire is in no way unusual—I’m sure many people, young and old, wish they could have seen Scarlet dead.
If Taimi were a serial killer in the making, her emotions and behaviors would show it. Sociopaths do not feel empathy, love, or concern for others—and Taimi has shown all three in a genuine way. If she were hiding murderous tendencies, she would present very differently in the way she relates to the people around her. The signs just aren’t there.
Additionally, it should be noted that the trauma of Taimi losing her parents wouldn’t make her into a serial killer. Kids who grow up serial killers are often severely physically, emotionally, and sexually abused. Stuff like that just doesn’t fit into Taimi’s storyline. Now, Taimi may have been traumatized, and it may have left her with emotional problems—but nowhere near that extent.
I thought Taimi just wanted scarlets knowledge? As an Asura I got the impression she admired her mind.

I think the story implies that Taimi is irresponsible and impressionable. With the wrong guidance she could grow up like Scarlet mark II. We’re meant to appreciate the care shown by Braham and the others that’ll stop her being a serial killer or anything else. I’m guessing that she will have a big story somewhere in LS2 where her irresponsible science gets her in trouble.

Braham isn’t Taimi’s “foster father”. She hangs out with him and the rest of the group, but she’s technically under the care of Zojja.
As for “wanting to be there when she died”… I’d say that’s equal parts hoping for further insight at her end (hoping she’d spill some more knowledge before her death, like she almost did if Braham hadn’t stopped her) and just the fact that she doesn’t like getting left out. She’s displayed a strong urge to be involved with the groups’ activities more than once, like her complaining that she wasn’t allowed to go into Lion’s Arch to try and save people with the others. Probably stems from her whole leg situation not letting her participate in certain activities, and she wants to overcome that and do what everyone else does.
And in regards to studying Scarlet… Taimi herself said on at least one occasion (I’m thinking possibly 2, but I know for sure one at least) that she knows Scarlet was a terrible person and does NOT admire her for her character or her actions. She was interested only in Scarlet’s scientific knowledge and insight.

Taimi was a fan of Scarlet’s work because she viewed Scarlet as ‘fighting the system’ and ‘rebelling against the Man’ – basically, Taimi is your don’t-get-out-too-much kid who views the rebellious teenager as a rolemodel. Except in this case Taimi ran away and Scarlet was a mass murderer and Taimi just didn’t care – she was more interested in the inventions and her idolizing of Scarlet than the whole “die, die, die” part.
Taimi was told to “nod and smile” because she was asking questions about the Zephyrites’ magic – which was rude in a ceremonial welcoming.
Taimi wanted to see Scarlet dead because 1) Scarlet hurt Braham (whom Taimi has also grown attached to in a big brother figure kind of way) and 2) so she could study Scarlet’s work.
Stop treating GW2 as a single story. Each Season and expansion should be their own story.

We are warriors. There is a difference. Now, if we could target random defenseless innocent NPCs and slaughter them for the lulz, then we’d see some serial killers ;D
