This was posted on the GW2 reddit it shows the Great Collapse under a giant tent/tarp.
Possibly having to do with the next living story update.

I can confirm the development. It appears to be a major construction project of considerable size, plugging up the once gaping hole caused by the great collapse. Although it is covered under a tarp, Its overall shape and size suggest that the city of Divinity’s Reach is constructing some sort of stadium.

The shooting gallery and the bar brawl that is supposed to be there hasn’t been implement yet. Seems a bit strange if something new gets added instead of those.

I think they are creating a giant arena where botters are forced to fight each other to the death.

There is another thread floating around with dev repsponses if you are curious.

Highlights:

Will be rebuilt “very soon”
This was the art district before the collapse
Data mining appears to show it becoming the “royal terrace” which is basically a mini LA in DR.
