The Pact
The Seraph was not heading west in order to investigate rumors about a dragon. They went west in order to investigate the bandits.
But when they were there the Dragon made its move and as such they were “forced” into action against it.
You also have to keep in mind that for all we know all of S2 have only taken a day or two in-world, and as such the Pact most likely haven’t been able to scramble their forces yet.
We actually know for a fact that we are going to inform the major race leaders about the Dragon in the coming release. Which would suggest it has been a very short time since Mordemoth made its first visible move.

That I know, but you would think with rumors of a Dragon that the Pact would show an interest yes? And if you actually read the first part I never said the Seraph were investigating a dragon.
And, yes you do see pact in the Concordia part, but that was really it. I do like how they did add them but, more please!
Well, we are there.
We are a commander of the Pact.
And as such, the Pact have sent people to investigate. Right?
The fact still remains that we have no idea how long time have passed in-world since the defeat of Scarlet.
It could have been months or it could just have been a couple of weeks, which would not be enough time to scramble the Pact.

True, but now that Concordia has been attacked it has to have the Pacts attention. Priory explorers in Dry Top. They have to know something is going on by now.
Yes, but what if it was just a day or even less than a day since the attack on Concordia?
THAT is the point. Time in-world is usually not the same as time in the real world.
Just because there are two weeks before releases, doesn’t mean two weeks pass in-world.

Mordremoth’s location is theoretical, while the Pact knows the exact (most likely) locations of two Elder Dragons. Since Zhaitan’s demise [two years before Entanglement] the Pact has probably been preparing for a full invasion into the Grand Central Transfer Chamber or Glint’s Lair. Unless something truly pressing forces them to abandon these preparations and shift attention to Mordremoth, the Pact will remain a heard but not seen power in western Tyria.
the majority of corpses entangled in mordrem roots, in the western areas, were priory members.. therefore, the pact may have already been involved
