So, last year there was “Tixx’s Gift”, and presumably he’s giving it out this year in Divinty’s Reach.

But I can’t seem to locate him . . .

Seeking assistants for the Asuran Catapult Project. Applicants will be tested for aerodynamics.

Tixx Gift is now the same as Nobel Prize – it doesn’t require Tixx to be around (or even alive).
