Do I have to log on to the game with each character to unlock the story for that individual character or is it unlocked for all characters as long as I log in with one?

It is unlocked Account-wide.

Problem: I logged in with a level 52 character first. Now I can’t open the story with my level 80 characters … unless apparently I level my 52 to 80. That doesn’t seem right?

Try deleting your mail from the patch. It sends a new one to each character.

Or just make sure your mailbox is not full (afaik it still has the full bug).
