What if I don't play GW2 until September?
As long as you log into the game world you’ll unlock the living story episodes, which you can then play whenever you want. So you really won’t be missing anything. As far as I can tell, everything in-world is going to be permanent.
You shouldn’t miss out on the story or any of the story rewards and achievements. You might miss out on some gemstore offerings, etc., but if you are worried about story, you should be fine.
He might missed out Mordremoth taking over Tyria and changing the landscapes, who knows.
You might miss some ambiance and flavour. Like.. only people who logged in during the Gates of Maguuma release got to see Prosperity in Dry Top before it was destroyed by vines.
That said, the story instances from Gates of Maguuma are still doable, and the NPC conversations in them were already altered a bit to account for the changed landscape in Entanglement. Going forward you might miss a bit of open world flavour like that, but it’s far from the end of the world.

I believe you have to go to the Story Journal itself, scroll down to the “Living World Season 2” section, click on the episode you want to buy, and then probably click on a buy button. That’s not the achievements window, it’s the story journal tab, which is represented as a star on the left side of the Hero window. It’s the same place where your personal story journal has been located since launch, and it functions exactly the same way, with only minor differences.
EDIT: To clarify, don’t go to your achievements window. Go to the story journal window itself. The story journal section in achievements is for story journal-specific achievements, but is not the actual story journal. Go to your actual story journal.
You might miss the Amberite weapons (and possibly armor).
