I’ll take a wild guess and say they’re still around because they’re necessary for the first story chapter.
At first this gave me a good laugh (thanks!), then as I thought about it the notion that they are still around is rather annoying. I too understand that they are there because of the first episode of the LS, but still…
Oy… I thought they would have at least fixed it for these instances. >.< It’s really immersion breaking.
It is because they have no where else to go.
It is a town of shady characters to begin with.
you can always see it as “they don’t exactly have anywhere else to go, and this is their home”.

the problem with phasing is that it’s either too little and thus you might as well not phase (phase the whole dry top zone just for people that have episode 1 active?), or you have too much and the result is a disaster, like elder scrolls online.
just suspend disbelief a little, the game stays healthier that way.
They’re still around because they’ve been drinking lead-contaminated water. Duh.
Has anyone re-played Episode 1 since Episode 2 came out, and if so, do you re-play in the original town or the new (vine-y) one?
Because I don’t see why instanced re-plays wouldn’t use the old version of the map.

It’s another example of not thinking things out first.
Not only are they now forced to stand right next to deadly vines as if they’re scared to move or they’ll wet themselves, but the story itself will now have to take place during the vines, when chronologically it should be happening before.
Not that it couldn’t be seen coming, because the personal story, which chronologically takes place before the living story, still has you running around in post-Scarlet Lion’s Arch, going on about how you’re going to defend it and it’s never fallen and everyone needs to be protected and/or evacuated despite clearly being smashed up and everyone’s already dead or moved out.

I assume that cuts down on the overhead of firing up an instance, but it is a bit annoying – it means you can’t really re-play the story in its original form. The PS has the same issue with LA (and Kessex Hills, for that matter.)

If anet needed for them to be there, at least let them do some sort of /afraid or /cry emote from time to time.
