It’s not that they can’t do good open world design (dry top is fine), it’s just that they don’t really work as “story steps” as opposed to activities.
It would make more sense, if they want a “go to this area and do events” break, to implement it more like a heart tied to new events or new enemies. They could maybe extend the concept somewhat to have multiple tiers of completion (like a personalized version of Zephyrite favor) and a much larger effective area that can potentially overlap with other hearts. It might end up being a more localized version of GW1’s faction.
