they seem to spawn in random locations around the city.

I don’t think they’re random as after you find/tear down the first one you get an achieve with a list of all 20 locations around Kryta to find them. Check the Unrest in Kryta thread to see 19 of the 20, unless you want to find and read them for yourself.

Also when you talk to Ralan about bandit bounties you can ask him if there’s anything new and he tells you about the propaganda flooding into towns and cities. Which is how I knew to look for the posters in the first place, and I was very happy I did it that way instead of finding a guide first A friend and I bounced around the towns together undoing the broadsheets.

Pyrate, this isn’t the Ebonhawke posters, this is a new set with a Current Events achieve. Posters are in DR, Ascalon Settlement, Nebo Terrace, Beetletun, etc.

You can’t read the Ebonhawke ones, they are just generic “Separatist Propaganda.” These have text, each one a different rabble rousing gibe at the Queen, the Charr, and so forth. (Well, two of them praise Caudecus … but do so by saying he’s the only good councilor and he’s in DR to set things right).
