I believe you can. I didn’t, but I’ve noticed LW2 is the only story journal section that a character (that hasn’t done it before) can select the chapters out of order (personal and Hot story can only be done sequentially)
It does mean the story makes less sense because you’re missing prior chapters. And if you eventually intend to get all the LW2 chapters, it’s cheaper buying the whole lot at once.

I can’t see anything in the requirements that will prevent you from getting the leggings. If you want to be sure, you can try contact CS and see if they can advise.
You can purchase, and play, the Season Two Episodes in any order you so desire.

Anet just changed the silver wastes pvp/wvw reward track to give a choice of any carapace armor instead of just gloves this new patch btw. So instead of 200 gems you could get it for a bit of wvw now.
